PLEASE NOTE THAT NEW APPLICATIONS FOR THE HOME REBUILDING PROGRAM (1-2 UNIT OWNER-OCCUPIED HOMES) WILL NOT BE ACCEPTED AFTER APRIL 11, 2014. The application window for NY Rising Housing Recovery closes one year after the program’s launch in April 2013; read more about the accomplishments of the program to date click here. This deadline does not affect homeowners already in the program, in process of receiving their award, or those seeking clarification of their award.  Applications continue to be accepted for Co-op and Condo individual owners and Associations; and for Rental Property owners.  In addition, applications for the home rebuilding program for Franklin, Tompkins and Hamilton counties will continue to be accepted.

This system will serve as your online resource for applying for and managing your disaster recovery award from the State of New York. If you have previously submitted a pre-application for housing or business assistance, a username and temporary password will be emailed to you. If you have not previously submitted a pre-application for assistance, please register here.


To be eligible for one of the New York Rising Disaster Recovery Programs, you must be able to answer YES to the following questions:
 

  • Is the property or business for which you are seeking assistance located in one of the counties declared as a disaster area as a result of Hurricane Sandy, Hurricane Irene or Tropical Storm Lee?
    The following counties were impacted and eligible through New York Rising Recovery Programs:
    Albany, Broome, Chemung, Chenango, Clinton, Columbia, Delaware, Dutchess, Essex, Franklin, Fulton, Greene, Hamilton, Herkimer, Montgomery, Nassau, Oneida, Orange, Otsego, Putnam, Rensselaer, Rockland, Saratoga, Schenectady, Schoharie, Suffolk, Sullivan, Tioga, Tompkins, Ulster, Warren, Washington, and Westchester. 
  • Was the property or business damaged as a direct result one of the above named storms?
    This program is designed to assist properties and businesses damaged by the storm.

You can take as long as you would like to complete this application; start and stop at your convenience throughout the process. Once you get started just click the SAVE button on the top right of the screen to save your work. When you are ready to resume just log back in and pick up where you left off.
 
Important information is required to complete and submit your application. This information can be obtained from the documents listed below. This system provides an opportunity for some of these documents to be uploaded and submitted with your application. If you do not have the ability to upload the documents, don’t worry. You can bring them with you to your initial meeting with a disaster recovery housing caseworker or business representative.

Residential Property Owners:

  • Name and age of all persons living with you
  • Social Security number for applicant(s)
  • FEMA – registration number and amount approved and/or received
  • SBA – application number, loan number, amount approved and/or received
  • Insurance (Homeowners, Flood, Wind) information – company name, agent’s name and phone number, policy number, claim number, policy date, amount settled for structure and/or pending
  • Attorney name, address, and phone number if insurance is in litigation
  • Lien and mortgage information- name of lender, estimated payoff balance and account number of all lien holders
  • Dates and amounts of any disaster funds received prior to Hurricane Sandy from the city, county, state, and/or federal government for the damaged property
  • Emergency contact information – name, address, phone number
  • Power of Attorney information (if applicable) – name, address , and phone number
  • Rental Property owners, a list of all units and income information for any current tenants. property rent roll
  • For cooperative/condominium applicants, organizational documents pertinent to your association/board


Please note that repairs on residential properties with 8 or more units made subsequent to this application will be subject to federal Davis-Bacon wage rates and reporting requirements.


In order for applications to be eligible, construction contracts pursuant to storm damage must have been executed prior to October 29, 2013 and must be a result of damage related to Superstorm Sandy, Hurricane Irene or Tropical Storm Lee.

Once an applicant has applied to the program, the applicant must stop work until the environmental review has been completed by the State. Once the environmental review is complete, the applicant will notify by the program that the work may recommence.

Small Business Owners:

  • FEMA – registration number and amount approved and/or received
  • Social Security Number and/or Employee Identification Number for applicant
  • DUNS Number
  • SBA – application number, loan number, amount approved and/or received
  • Insurance (Property, Flood, Wind) information – company name, agent’s name and phone number, policy number, claim number, policy date, amount settled for structure and/or pending

Additional documents may also be required and can be uploaded as part of this application, or may be brought to your initial meeting with a disaster recovery housing caseworker or business representative.
